Clay County has an unusually direct VINE path because WVDCR operates both the regional jail serving Clay and West Virginia's state correctional system. This statewide structure is not a Clay sheriff release app and should not be described as a browseable county release list.

The state page confirms that WVDCR and the West Virginia Parole Board are separate notice recipients, so the written process is distinct from a routine web search.
Under the state guidance, a written request about offender release and parole hearings must go to both WVDCR and the Parole Board. WVDCR says its written request route results in automatic VINE registration. The board route concerns parole-hearing notice, while WVDCR supplies custody information and release events. Sending notice to only one entity may leave the other process uncovered.
This formal route and ordinary VINELink registration serve related but separate needs. The online or phone route tracks the chosen record and event settings. Written notice invokes the state procedure described by WVDCR and preserves a direct request to both responsible entities. Keep copies of the letters, delivery dates, confirmation numbers, and any agency reply. If the person changes facilities, check whether the existing registration remains tied to the correct record and contact method. A notice request still does not replace the release checklist or board record when the exact legal and physical sequence must be proved.
Confirm Clay County VINELink Events
After an alert, identify what kind of event occurred. For a Central Regional Jail record, search the WVDCR jail interface, then obtain the Clay court order that authorized bond, dismissal, sentence, or release.
