Clay County Release Meanings
A Clay County release record must identify which custody ended. Most local detainees are held at Central Regional Jail and Correctional Facility, a state-run regional site in Braxton County. Leaving that facility may mean a bond release, a court-ordered release, a completed jail term, probation, parole processing, or movement to another custodian. Only some of those paths return a person to the community. A transfer to a state prison, another jail, a hospital, federal custody, or immigration custody is continued confinement under a new authority.
Clay County released inmates usually disappear from a current-custody view because that screen is built to show people held now. The disappearance does not give a reason. A sound check links the WVDCR release entry with the order or administrative action that authorized the move. When supervision follows, the record should also identify parole, probation, or another form of community supervision. “Discharge” generally means the identified custody or supervision obligation ended, while “time served” means custody already completed satisfied the confinement ordered by the court.
- Parole
- Conditional release from a prison sentence after action by the West Virginia Parole Board.
- Probation
- A court-ordered community sentence or supervision term, not a Parole Board decision.
- Detainer
- A request or legal hold from another authority that may take custody when WVDCR custody ends.
- Final discharge
- Completion of the agency obligation identified in the record, which may occur after physical release.
Clay County Release Types
The release type controls what to search next. A court may change bond or dismiss a case. A sentenced person may finish a term, receive probation, qualify for parole, or reach a calculated release point. WVDCR may also hand someone to another authority. The recorded destination is therefore as important as the date. A name and date without a release type can make a transfer look like freedom.
| Recorded event | What it means | Best next record |
|---|---|---|
| Bond or recognizance | Pretrial custody ends under court-set terms | Facility release entry and bond order |
| Time served | Custody already served meets the confinement term | Judgment or release order and WVDCR entry |
| Probation | The court places the person in the community under conditions | Sentencing and probation orders |
| Parole | Conditional prison release follows Board action and WVDCR processing | Board decision, WVDCR status, and release entry |
| Transfer or detainer | One custody ends while another begins | Receiving-agency and transfer records |
Note: An unpaid jail processing fee does not authorize confinement beyond a lawful release date.
Clay County Release Record Fields
WVDCR Policy Directive 142.00 identifies public offender data that can include commitment and release time, institution, method of discharge, release destination, OID, court docket, sentence data, parole information, and a file photograph, subject to law and redaction. Policy Directive 457.02 is more specific about the release event. Its checklist records identity, confirmed date, release type, processing signoffs, release authority, detainer review, property handling, and other final steps. The checklist is stored in OIS Document Management, while the original remains in the legal or booking file.
| Field | What it establishes |
|---|---|
| Name, birth data, OID | Connects the event to the correct person |
| Admission and booking time | Ties release to a specific confinement |
| Clay case and court | Identifies the legal matter behind custody |
| Release date and time | Shows when the identified custody was processed as ended |
| Type and authority | Explains bond, order, sentence completion, parole, or transfer |
| Destination or receiving agency | Separates community release from continued custody |
| Supervision to follow | Shows whether obligations continued after physical release |
Not every field appears online. A live search is only one view of the underlying file. Policy Directive 151.00 says the legal and booking record can contain the holding document, time sheets, sentence calculations, detainers, an Offender Information Report, court orders, a discharge certificate, and the release checklist. Asking for named records is more effective than requesting “everything” about a person.
Request Clay County Release Records
For a Central Regional Jail event, WVDCR is the likely custodian of the booking, OIS, facility release, and facility-created photograph. The Clay County Sheriff holds sheriff-created arrest or transport records. The court clerk holds the order. A narrow request should name the person, date of birth or OID if known, the rough booking dates, Central Regional Jail, and Clay as the arresting or sentencing county. Ask for nonexempt portions and electronic delivery.
- Identify the exact admission. Include name variants, a date range, and the Clay court case number when known.
- Ask WVDCR for the booking or admission sheet, release entry, date and time, release type, authority, destination, and nonexempt release-checklist fields.
- Request sheriff-created material separately from the Clay County Sheriff. Do not assume the sheriff owns the regional facility file.
- Get the bond, dismissal, sentencing, probation, or release order from the correct Clay court clerk.
- Ask for redaction of exempt material instead of withholding the rest, and request a cost estimate before paper copies are made.
Under WV Code §29B-1-3, a custodian must respond as soon as practicable and within five days, excluding Saturdays, Sundays, and legal holidays. The response may provide records, set an inspection time, or deny the request in writing. That is a response rule, not a promise of complete delivery in five days. Reproduction charges must reflect actual copying cost; the section bars search, retrieval, and man-hour fees.
Clay County Release Record Law
West Virginia FOIA treats government writings, including photographs and electronic material, as potential public records. Access is not absolute. Section 29B-1-4 permits withholding or redaction for protected personal and law-enforcement information. Juvenile, victim, medical, security, sealed, expunged, and active-investigation material may also be restricted. A requester should seek segregable, nonexempt parts of the release entry rather than assume every field must be public.
No fixed public-web retention period was verified for a Clay release log or photo. Web visibility and record retention are different. State law requires institutional books concerning people received and discharged and preserves core adult inmate-register information, but the current WVDCR retention schedule controls the exact file. Expungement can further change access. WV Code §§61-11-25 and 61-11-26 cover qualifying dismissed, acquitted, and conviction records under their own rules. A valid order may reach photographs and related index data.
Find Clay County Released Inmates
Start with the custody that most likely held the person. A Clay arrest usually points to the regional-jail side of WVDCR. A state prison sentence points to the prison offender search. A federal sentence points to BOP, while a suspected immigration handoff points to ICE. One person may pass through more than one system. A blank result from any single locator is not a global release certificate.
- Search the official WVDCR regional-jail interface by full name and spelling variants. Save the query time, facility, OID, and booking details.
- Use Daily Incarcerations only as a current snapshot. If a known entry vanishes, do not label the change a release.
- Check West Virginia VINE for operational status and status-change notice. It is not a permanent archive.
- Search Clay Magistrate Court and the circuit system. Obtain the actual order from the clerk because a docket label does not give the gate time.
- Switch to the prison search if a state sentence followed. A move from the regional jail into prison is a transfer.
- Request the WVDCR release entry when the live tools do not state the date, reason, and destination.
Clay County WVDCR Release Search
The WVDCR Offender Search gateway separates regional-jail and prison records. Use the regional-jail search for a Clay booking at Central Regional Jail. Use the prison search after a state sentence. Search by offender number when available, since it is more exact than a common name. Otherwise begin with last and first name, then compare birth data, facility, sentencing county, and case information before accepting a match.
| Search detail | How to use it |
|---|---|
| OID or offender number | Best identifier across spelling changes and transfers |
| Name and birth data | Separates people with similar names |
| Facility or location | Shows the custody source at the time of update |
| Status | Must be read with the system disclaimer and later agency confirmation |
| Parole or discharge date | May be eligibility, projected, minimum, actual, or final depending on its label |
The official gateway shows why jail and prison searches cannot be merged. View the WVDCR search choices before selecting a custody branch.
A released parolee may remain visible on the prison side, while a fully discharged person may return no result. WVDCR also warns that its public information may not reflect the true current location, date, or status. Preserve the exact label. Never turn a projected or parole-eligibility date into a promised exit.
Clay County Recent Release Checks
No official Clay County Sheriff 24-hour or 72-hour release feed was found. Clay has no county-run jail roster because WVDCR serves the county through Central Regional Jail. Daily Incarcerations is a current-custody report, not a historic release list. It has no verified Clay-only release window, release-field set, update promise, or retention term.
For someone thought to have left today, timestamp the jail search, check VINE, review the court docket, and request the physical release entry. For a date range, ask WVDCR for entries covering inclusive dates and state the timezone. The dedicated Clay County 24-Hour Release List page lays out this same-day fallback without inventing a public feed. A just-filed court order may precede final identity, detainer, property, medication, and supervision checks, so the order time and actual exit time can differ.
Note: No official Clay sheriff mobile app publishing recent releases or mugshots was identified in the reviewed sources.
Clay County Release Court Search
Clay’s two court paths are useful after a person drops off the jail view. Magistrate Court handles misdemeanors, bond decisions, and early felony stages. Circuit Court handles felony disposition, sentencing, appeals, and expungement matters. The free Magistrate Record Search can show a name, birth date, case number, filing date, charge, disposition, and document list, but it does not supply the documents themselves. The clerk provides the bond, dismissal, judgment, probation, or release order.
Start at the West Virginia Judiciary court-access gateway, then choose the court that handled the matter. The gateway makes the jurisdiction split visible.
The court result explains legal authority, not the physical release moment. Pair the order with WVDCR’s entry. For Clay Magistrate Court, the clerk is at the Clay County Judicial Annex, 262 Main Street, P.O. Box 393, Clay, WV 25043, and can be reached at 304-587-2131.
The Magistrate Record Search can be filtered to Clay County before a name or case-number query is submitted.
The Clay-filtered screen helps locate disposition metadata, but the clerk remains the source for the actual order behind the custody change.
Clay County Regional Jail Releases
Central Regional Jail and Correctional Facility is in Sutton, Braxton County, yet its official service area names Clay among eight counties. That regional design explains why a search for a Clay County jail may not produce a local jail page. The Clay Sheriff arrests and transports people and keeps records created by that office. WVDCR operates the place of confinement and is more likely to hold the admission, OIS, release checklist, and gate-release data.
The combined facility name also matters. Central Regional Jail can hold pretrial detainees, county-sentenced inmates, and people at a state-corrections stage. Legal status controls the search route. A person can stay in the same complex while the type of custody changes, or move from the regional side into prison custody. The facility label alone does not prove that a person remained in a Clay case or went home.
Clay County Post-Release Supervision
Physical release, parole, probation, and final discharge are separate states. The West Virginia Parole Board decides discretionary parole, while WVDCR Parole Services performs field supervision. Court probation comes from a sentencing court and is administered through the judiciary. Release on bond creates neither parole nor probation by itself.
For parole, compare the prison record, Board schedule or decision, later WVDCR custody status, and supervising office. A grant at a regional jail does not cause an immediate community exit. Board guidance says the person first transfers to a WVDCR facility for intake and fingerprinting. For probation, obtain the Clay sentencing or probation order before contacting the court’s probation office. The Clay County parole and probation resource covers the Charleston Parole Office, regional court probation contact, absconder records, and discharge.
Fix Clay County Release Records
Record corrections must follow ownership. An arrest-report error belongs with the Clay County Sheriff. A Central Regional Jail admission, physical release, OID, or time-calculation error belongs with WVDCR. A wrong docket entry or disposition belongs with the appropriate court clerk. Sending one broad correction demand to all three offices can slow review because no single custodian owns the full chain.
Identify the exact field, show the correct value, and attach the source that supports it. For example, a court order may correct the legal disposition, but WVDCR must correct its own release entry. Keep the original query time and record identifier. If an expungement order has issued, follow the order’s service and processing rules instead of asking a search vendor to recreate or interpret the sealed matter.
Clay County Release Notification Paths
West Virginia VINE covers WVDCR custody and the regional jails. It supports phone and online registration for a named person’s custody changes. A VINE release alert is operational notice, not a full case history. Save its wording and time, then confirm the event with WVDCR and the court. The sex-offender registry is different. It covers only people with a registration duty and is not a list of all Clay County released inmates.
Federal custody needs federal tools. BOP’s locator can show a past release date and no current facility for someone no longer in BOP custody. “In transit” is not release, and a future date can change. ICE’s locator covers current detainees and some recently released people for a limited period; a missing entry can have many causes. A handoff from WVDCR to ICE ends state custody but does not return the person to the community. USMS has no comparable public historic locator, so a federal court order and the actual detention facility are stronger sources for federal pretrial release.
For a federal sentence, start with the official BOP Inmate Locator and search by register number or identifying details.
The captured federal search fields apply only to BOP custody. They do not prove release from Central Regional Jail, WVDCR, or ICE custody.
Prove Clay County Inmate Release
Clay’s strongest proof uses three records. WVDCR establishes the physical custody event and records its processing. The Clay court establishes the order, bond action, dismissal, sentence, or other legal authority. VINE adds a time-sensitive status event or notification. None answers every question alone. Together they can distinguish bond release from sentence completion, parole processing, or transfer.
A Board grant or court filing may come first. Staff still must check identity, authority, detainers, property, required notices, medication, supervision instructions, and final forms. The actual physical timestamp belongs in the facility record. When records conflict, ask each custodian to explain its own field rather than choosing the newest web result by default.
Clay County Release Lookup Choices
Choose the system by legal status and custodian. Current-custody tools answer where someone is held now. Historic and release records answer why and when a named custody ended. A court order explains legal action, while the facility record documents completion of release processing.
| Person or event | Start here | What confirms release |
|---|---|---|
| Current regional-jail detainee | WVDCR jail search and VINE | Later WVDCR release entry, not roster disappearance |
| Former Clay detainee | Clay court search | WVDCR checklist or release entry plus order |
| State prisoner or parolee | WVDCR prison search | Exact status/date label, time sheet, and agency record |
| Federal prisoner | BOP Inmate Locator | Past release date with no BOP facility, subject to other custody |
| Immigration custody | ICE locator | ICE confirmation; absence alone is inconclusive |
Clay County Release Facility
Central Regional Jail and Correctional Facility is the only facility in the Clay County facility map. WVDCR operates it at 1255 Dyer Hill Road, Sutton, WV 26601. It serves Braxton, Calhoun, Clay, Gilmer, Lewis, Nicholas, Roane, and Webster Counties. Call 304-765-7904 before travel because no public release hour, exit door, waiting area, weekend schedule, or transport plan was verified.
Possible exits include release to the community under bond or court order, completion of a term, probation, parole after required processing, transfer within WVDCR, medical movement, or pickup on another authority’s hold. Ask for the destination and receiving agency. Personal property and funds are part of WVDCR release processing, and identification kept in the legal file should be addressed at release. Property left behind may be disposed of after the policy period, so contact the facility promptly with the OID and release date if something is missing.
